The government of Canada, along with 9 other countries, has committed to a target of 30% of new vehicle sales being electric by 2030 as part of the Clean Energy Ministerial 30@30. Across the country, interest in electric vehicles is growing, and some provinces have put in measures to increase electric vehicle sales. But how can Canada ensure long-term sales goals are achieved?

In Canada’s ZEV Policy Handbook, we evaluate zero emissions vehicles (ZEV) policy options and identify three effective approaches for achieving long-term ZEV sales targets. The Handbook is designed to assist decision makers in choosing which policies Canada can adopt to hit its ZEV sales targets.

Key findings:

  • Current policies are unlikely to encourage sufficient ZEV adoption to achieve Canada’s ZEV targets or climate mitigation targets.
  • Only three types of national policies are likely to have a large impact on ZEV sales, while being reasonably acceptable to the public: sustained financial incentives, a ZEV mandate, or a strengthened vehicle emissions standard.
  • Choosing a policy approach involves trade-offs among multiple criteria, which are reviewed in the handbook.
